Why every time the rubber bellows are removed from the pump, the seals are glued to the shaft?

It should be vulcanized itself into a shaft so that it can drive the rotating surface.

If you can easily delete it, it is wrong. You may have used the wrong lubricant  on the rubber during the installation.This is the lubricant we use to attack rubber and expand it.
